Solothurn votes in favor of cantonal dog tax – these are the consequences

 

On May 18, 2025, the Solothurn electorate approved an amendment to the cantonal dog law with a clear majority. 66% of voters voted in favor, 34% against. Voter turnout was 33.1%.

 

Why a new dog tax?

Until the end of 2023, the Canton of Solothurn levied a so-called control tag fee of 40 francs per dog. This was deemed inadmissible by the tax court because no direct consideration was provided anymore.

To ensure the financing of the cantonal veterinary service, the Cantonal Council proposes a new dog tax of 35 francs per year per dog. It is expected to generate around 725,000 francs annually and co-finance important tasks such as animal welfare controls and animal disease control.

 

Political debate: approval and criticism

Opinions on the proposal were divided. Proponents such as the Centre, Greens, and GLP saw it as a fair solution for financing public tasks.

SVP and FDP criticize the tax as being flat-rate and not based on the polluter-pays principle. Furthermore, there is a lack of clear consideration at the cantonal level, such as Robidog stations, which are common in municipalities.

 

Further changes to the dog law

  • Tax exemption for assistance dogs: In addition to guide dogs for the blind, recognized assistance dogs (e.g., for autism or epilepsy) are now also exempt.
  • New regulation for listed dogs: Mixed breeds with a share of a listed dog can also be approved, provided they meet the requirements.

 

Conclusion: Clear vote with signal effect

The clear 'yes' to the cantonal dog tax shows that the population is willing to take responsibility for co-financing animal welfare. The revised law is expected to come into force at the beginning of 2026.

The decision could also spark a debate in other cantons about the financing of veterinary services and animal husbandry.
